Troubled Waters is a Quest for Fallout 4. Troubled Waters has you investigating the water problem of a settlement. Look for the source of the problem and fix the water supply.
Most of our water comes from the old Weston plant, south of here. Such an eyesore. Be a dear and pay it a visit, hmm? See what you can do? Maybe tidy up the place? It must be filthy. If you can get it working again, I'm sure I can... come up with something for you.

Fallout 4 Troubled Waters Quest Walkthrough
To start off, make your way to Graygarden. Upon arrival, speak with the leader Supervisor White and listen as the Supervisor briefly explain the origin of Graygarden. The supervisor will tell you about the settlement's problem with the water supply. Make your way towards the Weston Water Treatment Plant and fix things. Once you arrive, clear off the Super Mutants around the area and get inside the building. Take the elevator inside going down and clear off the defenses and enemies inside. After exiting the elevator, be ready for an automated turret. Once you clear the turret, head down the stairs in front and you'll discover that the area is flooded and the pumps are shut. In order to turn on the five pump, four of which decrease the water level and one of which restores Graygarden's water supply—you must battle your way through the mirelurk infestation that has taken over the facility. Additionally, there are a number of turrets that need to be dealt with, either by deactivating or destroying them with the help of the console located in the chamber to the right of the elevator. Electronic doors control access to the facility. When one pump is turned on, the water behind the doors drops, preventing others from entering.
