Perks in Fallout 4 are listed here. There are 70 Perks associated with each S.P.E.C.I.A.L. Stat assigned 10. They are further subdivided into Ranks, making a for a of total 275 possible ranks. Players will earn one perk for each level. This new variation on the leveling system aims to increase the variety of player builds and streamline the progression system. There are also Perks you can acquire from reading Perk Books, Companion Perks which you gain from Companions, Unique Perks, Deathclaw Perks and Enemy Perks.
- Important: Points obtained via Armor and other temporary enhancements do not count towards your total to unlock perks.

The Endurance 9 perk could be Atomic! from NV. It could become Nuclear Anomaly with a higher rank though, or vice versa.
By the looks of it, Strength, Agility, Intelligence, and Endurance are going to be my go to attributes.

This page is stating the obvious. The obvious we can see in the game so what is the use of this? IF it would show percentages of extra procs in the perks, like what % chance is there to stagger that enemy? "chance to stagger the enemy" means nothing. If it's 1% it's trash, if it's 5% it might be worth it, if it's 50% it's a must have. Take another example - Idiot Savant perk. Reading the description tells you nothing. What is the chance of getting 3X more XP at 1 intelligence point and at 10 intelligence points? It doesn't say. I will tell you: it's 10% with 1INT. It's 1% less with every +1 INT but no less than 5%. So it's trash, even if you have 1 INT, and no, if you manage to have -10 int it won't give more than 10% chance. It's things like these that I want to see on wiki pages or on sites. Why show me something that I already have access to in game?

Do you think Attack Dog would be worth the 4 points in Charisma? Hard to justify taking those from things like Int, Str, Agi and Luck.
does the perk above wastland whisperer work with the perk or no?
