What are Stats in Fallout 4?

Show off your Bobbleheads in Fallout 4
In Fallout 4, players can showcase their collected Bobbleheads on their display stand. It consists of three levels designed to hold bobbleheads, with seven slots on both the bottom and center tiers, and six on the top tier, amounting to a combined total of twenty slots. It can typically be found in the player's home base, which is initially located in Sanctuary Hills.
However, as players progress through the game and establish other settlements, they are free to choose a suitable location for their display stand. Players would first need to craft the display stand in the Workshop, which can be funder under Furniture, and then choose the Miscellaneous category. The Materials required to craft a display stand are Fiberglass x3, Screw x3, and Steel x4.
What are Perks in Fallout 4?
In addition to the SPECIAL stats, Fallout 4 also features an extensive Perk system. Each SPECIAL attribute has 10 associated perks and forms over 70 total perks available in the game that players can choose from each time they level up.

"In the case of SPECIAL bobbleheads, they will raise your associated Stat above the maximum level of 10." Does anyone know if the stat has to be maximum to reach 11 via a bobblehead? or can I can raise it from 5 to 6 with a bobblehead and later on raise it via skillpoint from 10 to 11?
