Walkthrough
Speak to High Confessor Tektus after obtaining the What Atom Requires side quest about rooting out dissenters. He can found around or inside the submarine that forms the center of this facility. He will hand you a note to look into. This will trigger this side quest. Read the note he gives you to proceed.
Your target is Sister Aubert who works in the sub. Find her and speak with her about things. Eventually she will let slip that she doesn't particularly like the Confessor. After speaking with her, head to her adjacent bunk investigate the area by her sleeping mattress. At the corner of the mattress near the table will be a note from Edgar. Read it and head up to find the footlocker they share. First you will need to grab the key behind a bench in the room just to the left of the entrance to The Nucleus. Then head back into the submarine and go down to find Aubert's note in a footlocker. Read it and then report to the High Confessor. You may also opt to confront Aubert first. If you confront her you can extort her, advise her to run or be noncommittal.
Speak to the Confessor about Aubert. You can opt to cover for her or hand him the evidence. You will receive Inquisitor's Cowl as a reward.
