Speak to Justin Ayo at SRB in The Institute (Location) who will ask you to retrieve intel from Mayor McDonough in Diamond City.

Travel to Diamond City, find the mayor and obtain the report by asking him for it. Return to Dr. Ayo and use an easy Charisma check to gain a reward of Bottlecap 100x.
