Acrobat's is a
Legendary Armor Modifier in Fallout 4. It can drop on any
Armor piece from
Legendary Enemies and is random.

As far as i see they both have the same effect. You require two to mitigate the damage from a fall. The two effects are different however. if one piece from each set is worn, you will still take fall damage. Therefore the Acrobats set is most likely better than the freefall set since they can be placed on better armor and at the same time give a 50% reduction even if one is worn.
